The Report of the State Registrar. The above is the most readable and entertaining public document we have received from Sacramento this winter. It's author, Ned. Campbell, has discarded the old-fashioned hum-drum style of getting up such things, and has given his writing and fun making talents full play. We are glad to see the editorial profession giving so much character to the State "literature " To induce the people to read State papers, a style of writing should be adopted, when it is possible of adaptation to the subject, which should give public documents another character than that of dry. stale recitals of statistics or stupid dissertations upon the prospects of "our young and growing State." By the arrival of the Columbia, this morning, we have the news of a horrible massacre of Indians near the vicinity of Humboldt Hay. Mr. Lord, of Wells, Fargo & Co., gives the following particulars: A party of farmers and graziers, residing around the Bay, annoyed by the frequent instances of running oft' of slock by the Indians, formed a secre't society for their extermination. Phelps, of San Mateo, made the first onslaught on it, but failed to get it referred either to his delegation or the Committee on Commerce and Navigation. It was finally agreed to refer it to a special committee, to be appointed by the Chair. ASSEMBLY. —The bill authorizing the Board of Supervisors of San Francisco to donate the public square for the purposes of a State Capitol, was ordered engrossed after a warm discussion. The Thompson nnd Forman relief bill was passed. The vote by which the Emigrant act was passed, was reconsidered, and the bill placed at the foot of the calendar. Letter from Wailioc. WASHOE VALLEY, Feb. 17, 1860. EDITOR APPEAL :—When I left the mountains (Smith's Flat) for the new EL Dorado. I promised some friends in the valley, who had been to our mining town on business, and expected to go over the mountains as soon as practicable, that I would write to some one of the Marysville papers and let the people know the condition of the trail by way of Downievillc and Sierra Valley—that being my route chosen, in charge of Langton's Express. I left Smith's Flat on the morning of the 4th of this mouth, (Saturday,) and Downieville after dinner, same day, on foot.
