Iproc eediiiK* of thr Convention. i Thursday, Sept. 27, 1:49. The Convention met pursuant to adjournment. Prayer by Padre Ramirez. Journal of yesterday read and approved. Mr. Steuart offered the following resolution, which being objected to, lays over one day. viz : Resolved, That a committee of three be appointed to prepare and publish an Address io the People of California, invoking their early consideration of the constitution submitted for their approval ; and urging the attendance of every qualified voter at the polls, at the elections appointed to be held, in order that a full and fair expression of the public voice may be had upon questions involving the peace, happiness, and prosperity of the whole people.' On motion the Convention then resolved itself into committee of the whole, Mr. Bolts in the chair, on tho report of tho committee on the constitution. It is situated mi the Bay of Monterey, and present* more advantages for an agreeable residence than any other in California, for it is well kuowu that at no part of the whole country is lit* climate purer, water better, soil more fertile, aud where ho unlimited a supply of lumber and timber for building and Jewing purposes can be procured at prices nearly as low as in the Tinted Stated.
