I read the advertisements in your paper with much pleasure, but I very much regret to find that the only public journals we have in California arc entirely filled with bickerings and complaints at the Governor, the Alcaldes and the town Councils. I see that both papers urge the formation of a provisional " civil government" for California — a subject which I have not heretofore touched, and I hope you will pardon me for making to you, and through yourpaper to your readers, a [evr remarks on that subject, as it is one of some importance to the governor and the people.
