A Washington special relates an interview with Blaine by a gentleman who holds a high position at the cap ital, a stanch Eepnblican and a warm friend of the defeated candidute. Blaine confesses frankly that his de feat was Oonkling's victory, and gave the following narrative: "The coldness," Blaine said, "be tween Mr. Conkling and myself is of long standing, dating back to the time -we both "were in the houe of representatives.
