It is the sense of tlic Demo cratic territorial central commit tee that the constitution should Contain the following provisions in HUhstancc, ami they arc sug gested to the Democrats of the several counties for their consid- county judge, with limited and clearly defined civil, probate and criminal jurisdiction.
