THE CROP PROSPECTS ABROAD . Advices of the condition of crops and markets in England are down to the 10 th inst . The weather continues quite cool , but not alarmingl y so . A few days of sunshine would change the color ot . tb-fitwheat materially . Crop prospects are hopeful , and the effect is to depress prices of grain . The Mark Lane Express says that imports of foreign wheat into London have been very moderate . There was a fair consumptive demand on Monday at a reduction of 23 c . per eight bushels on white descriptions . The decline since has not much increased , but business , except in Russian , which has been taken by speculators on the prospect of diminution of Russian export , being of the merest retail character , millers have taken little or no advantage of the prevailing low rate . THE Independent ( New York ) in an able review of the Mutual Fire Insurance question says : Among the products of the hard times of the past few years we uotice by late reports a large crop of Mutual Fire Companies . We can hardly call many ot them insurance companies , although they issue policies and pretend to pay in case of loss . The past history of this class of organizations , as a rule , warrants us in saying that before many months , or a few years at most , a large per cent , of these so-called Insurance Companies will be numbered among the things of the past . Mutual insurance in theory is beautiful ; in practice i he exact opposite . What can seem fairer or cheaper than for a few hundred farmers to club together and agree to indemnify each other in case of loss by fire ? RAILROAD ITEMS . The Iowa pool lines are agreed as to the proportion of east-bound freight which the new Wabash line shall receive , excepting as to the live stock and lumber traffic . These two classes of freight are the two most important features of the traffic . The Burlington , Rock Island and Northwestern concede to the Wabash one-fourlh of the general traffic , but refuse to grant it an equal proportion of the live-stock and lumber . A meeting of the managers to settle upon a division of these classes of freight will beheld in this city next week . NEWS agents running on the Chicago and Northwestern railway are to be governed by a new set of rules . They must be clean and neat in their attire , and polite to passengers and others . THE MINISTERS REMINISCENCE . There is nothing , seems to me , said the good deacon , so lasting as the impressions of our childhood . That is so—that is so , musingly replied the aged minister , who had been engaged in the exciting occupation of looking through the broken-backed family album . I recall to my mind one incident of my own boyhood . We had been swimming in the river just behind the blacksmith shop , into which we had come to dress and dry ourselves by the cheerful blaze of the forge . This smith—a hardy man 1 —how I remember his arms of brown —had for a moment laid down a bit of iron which he was working .
