Czj Its ga gistodan. ASTORIA, OREGON: SUNDAY. ...NOVEMBER 30" 1BS1 THE FIRST PRESIDENTIAL ELEC TION. When the first presidential election took plac3 the Union contained only ten state3, for the other three had not accepted the constitution. 1'he 'sen ators and congressmen assembled in New York city, and it was nearly a month before a quorum was obtained. This took place on the 6th of April, 1789, and the first step was the elec tion of a president, Washington re ceiving the entire sixty-nine votes. The scene of this grand national event was the old city hall, corner of Wall and Nassau streets, the site be ing now occupied by the treasury. The election of Washington (includ ing both terms) was the first and, probably will be the last unanimous vote on such an occasion. A very embarrassing question was the title which the head of the nation should receive. In the senate it was first proposed that he should be called "His Excellency." In discussing or compar ing Oregon communities it has always been an Astorian's boast that "every thing is cash." The result has been that we have always had "pretty fair times." There is danger that the ad mirable system of cash payments in this city is falling away: that there is too great a disposition on the part of many to "stand a man off" when ho goes to collect a bill. If there is any sure way to mako Astoria as dull and sleepy as thb little three-for-two-bits towns up the valley, that is the way to do it. Long credit kills legit imate business. It interferes with ready sales, and in every community that practices it it ruins those that stay with it By the "cash system" is meant the fashion of paying every month. Ik another column will be found tbe agreement m ide between the Co lumbia water company and the city of Astoria nearly two years ago. Of late the question has been brought up again and a few remarks concern ing the present status of the matter may not be wholly out of place. At the lime the new water company was organized the city was suffering from an inadequate supply of water, caused by the community's outgrow ing the sourco of supply. Various streams in the neighborhood were ex amined, the future as well as the present needs of the city being taken into consideration, and it was finally decided to bring the water from Bear creek. The water company owning the reservoir then and now in use, sold their entire proporty to the Co lumbia water company, including a franchise which has not yet expired.
