The News. Offical War Bulletin. WAR EEPARTMENT, WASHINGTON. October 21. To MJor Gen. Dix: The following official dispatch has been received from General Shell dan: CEDAR CREEK, VA. October 21—4 P. M. Lieut. (Sen. Grant, City Point, Vn: 1 pursued the routed forces of the mom)' ncnrly to Mount Jackson, which point he reached during the uluhtof the 19th and 20th, without an organized regiment of his army Fiom tho accounts of prisoners who escaped, antl citizens, the rout was complete.
