The Timber Question. AUSTRALIAN TIMBERS. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

The Timber Question. AUSTRALIAN TIMBERS. Minister Hagelthorn, Victorian Public Works, has laid it down as a principle for his department that, whenever possible, the use of Australian timbers shall be stipulated for in contracts for public works. Mr. Hagelthorn stated recently . that in the outer port improvement con tracts alternative tenders had been called, and preference shown to those providing for the use of Australian woods. The department was trying po.w ellised timber for the flooring of State ichool buildings. During last year the seasoning works at Newport dealt with over 645,000 feet of hardwood, val ued at £3630. In addition to the regular use of this timber by the department for work on State buildings, a fair demand lor the material has arisen from private ' architects and builders.

NO TENDERS INVITED. Growing Practice in Federal Departments. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

NO TENDERS INVITED. Growing Practice in Federal Departments. There is a growing tendency in the Federal Government departments, particularly the one pre sided over by the Postmaster-General, to purchase material without first calling for tenders. Experi ence has shown that this system is by no means desirable, and that it should be discouraged as much as possible (says the 'Age'). In cases of emer gency time is, of course, a greater consideration than money, but evidence is not wanting to prove that in many instances a lack ot loresignt on ? tne part of the departmental officials is the cause of the trouble. In the 'Commonwealth Gazette,' on Saturday, there were no fewer than eight separate announce ments of the purchase of material by the Postal department, involving nearly £4000, without ten ders having been invited, and with, perhaps, one or two exceptions, there is no apparent reason why this course should have been followed. A little business acumen in such a department would c...

Easter Message to Master Builders. FROM THE PRESIDENT OF THE FEDERATED MASTER BUILDERS* ASSOCIATION. Permit me, through the medium of your valuable papers, to extend to the Master Builders of the various States, my Eastertide Greetings, and to wish them a continuance of prosperity as the year advances. I also wish the industrial unrest we are passing through will soon disappear, and that the Building Industry will get a chance to further expand, which undoubtedly it would if it were not for the unreasonable demands of labor. I trust that in the very near future some means will be arrived at whereby this friction will cease, and both employers and employees will be fully engaged. Allow me to thank you, Sir, for the very fair and able manner in which you have always advanced the just cause of the Master Builders. I must also congratulate you for having extended the issue of your valuable journal, 'Construc- tion,' to Queensland, and I feel sure that it will prove of great assistance t...

TIMBER IDENTIFICATION. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

TIMBER IDENTIFICATION. In the introduction to a bulletin pub lished by the N.S.W. Department of For estry on the identification of limbers, Mr. , . P. J. Drew, chief inspector, writes: — 'The identification of timbers usually de mands the exercise of sound judgment based on long experience. To the un trained eye, most of our hardwood tim bers, except in regard to color, appear to be verv similar. In n-rainincr nnd t*»vfiii-» it is difficult for the ordinary observer to detect any material differences and even in regard to color the matter is com plicated by the changes brought about by ? . age, exposure, or the conditions under which it has grown, and the various dif ferences in it when presented in the round, jr as sawn or hewn timber. 'For the purpose of identification the various commercial timbers may be broadly classified under the divisions of color, hardness, weight, texture, and prin cipal characteristics, and a knowledge of the special uses to which they are put owing to pa...

OUR FORESTS. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

OUR FORESTS. No one will doubt Sir Rider Haggard's . sincerity when he told his audience at the Author's Club in London that he saw scenes in New- Zealand which would make bleed the heart of any forester. The .cable was of sufficient importance to at tract the attention of the dailv nress. and several editorials commented on the ' 'slaughter of pur national timber wealth. .But here, unfortunately, the effort spun out, as it had clone previously. If the dignified section of the daily press with the influence it holds, would sustain a steady advocacy of reform, our poli ticians would be compelled to do their duty. As it is the slaughter continues for the reason that being everybody's business, it is nobody's business. Trees have no votes, but their ruthless slayers have, and even national wealth is sacri ficed rather than incur the displeasure of the voters. The Government in New South Wales has power to reafforest land and to force timber getters to re afforest; but beyond a few smal...

A SPLENDID TRIBUTE. From the Prime Minister. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

A SPLENDID TRIBUTE. From the Prime Minister. At the request of the Master Builders' Association of Victoria, our Editor recently repeated his lecture — 'Canberra, To-day and To-morrow'— in Melbourne. Among those invited was the Prime Minister (Hon. Joseph Cook), and in his reply to the Secretary of the Master Builders' Association, he wrote: — My Dear Sir, — , . , Your invitation to Mr. Taylor's lecture on 'Canberra, To-day and To-morrow,' has just reached me. .' ? I can only say, at the moment, that it looks as though I should be otherwise engaged on that evening. I mean that Parliament will be sitting for its first real day of business. ? . . '. .. . . . : Nothing would delight me more than to be present at Mr. Taylor's lecture. I know how unweariedly, and, at the same time, how unselfishly, he has labored for the 'future of this great project. And when, later on, it rises proudly in its place, it will justly be said of him, that he sought with all his might to have its foundation...

THE FEDERAL CAPITAL. Building of Canberra. Views of Students of Town Planning. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

- .... — ? * THE FEDERAL CAPITAL. Building of Canberra. Views of Students of Town Planning. Ihe desirability of eliminating in the building of the Federal capital, at Canberra, features which students of scientific town planning have found to be undesirable in a city, was impressed upon an audience of nearly 100 Vic torian master builders and others by Mr. George A. Taylor, the editor of 'Building'' and 'Construction,' during the course of an address — 'Canberra, To-day and To morrow.' The development of scientific town planning was traced by the lecturer, who dealt with figures showing its effect in reducing the death rate. Many ideas which could be profitably adopted at Canberra were explained. The successful design for the laying out of the city, was described in detail. Experience — the lecturer said — the expensively-gained experience of Washington should be a lesson to the builders of Canberra. The original plan for Washington had been placed aside owing to the influ ence, of ...

LORD-MAYOR RICHARDS, M.Inst.C.E. An Engineer Speaks to Engineers. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

LORD-MAYOR RICHARDS, M.Inst.C.E. An Engineer Speaks to Engineers. The President introduced the Lord Mayor, who was given a hearty reception, and said that it gave him peculiar pleasure, in performing the duty with which he had been honored, for the reason that he was one of themselves. Me knew of no institution which, by the zeal of its members, could do as much for the health, comfort and convenience of the people. He had been informed that he was expected to speak for half an hour. Well,, glancing down the agenda p'apcr, he recognised that the sub jects were such as to permit of one discoursing soundly for that time. The first paper was, he noticed, entitled 'Local Government in Australasia,' by his old friend the President, and without trenching on the ground that Mr. Smail might cover, he would refer to cer tain matters which he considered of grave import. Firstly, he was of opinion that the N.S.W. Act had, at least, one serious omission, which he believed would be made apparent...

National Roads Congress BEING THE ANNUAL CONFERENCE OF THE INSTITUTE OF LOCAL GOVERNMENT ENGINEERS OF AUSTRALASIA. SYDNEY. Aprif 7th. 8th. and 9th. N.S.W. GOVERNOR OPENS CONGRESS. A Splendid Tribute to Engineers. One of the first public duties of Sir Gerald Strick- __ land, in his capacity as Governor of N.S.W.,' was to open the previous Easter Conference of. the Insti tute. On that' 'occasion he readily accepted honorary membership, and trusted that he would see more of the engineers. In the interim his Excellency has had occasion to acquaint himself with the work of members of the Institute in, various parts of the State, and in the course of his speech in declaring the congress open, paid a tribute to their professional abilities . and their personal qualities, both of which, he said, he was certain had to be exercised. His Excellency was wel comed to the congress by the Lord Mayor of Sydney. * His Excellency, who is an hon. member of the Institute, said it gave him great pleasur...

INDENTED BARS FOR REINFORCED CONCRETE. [Newspaper Article] — Construction and Local Government Journal — 20 April 1914

INDENTED BARS FOR REINFORCED CONCRETE. I he awakening of the respective State Govern ments to the necessity of providing legislation that will permit of modern methods and materials being applied in construction, clears the way for the greater use of reinforced concrete. Likewise in dented bars are brought into greater prominence. Indented Bars are made in England from billets, and have a breaking strength of !)O,OOOlbs., i.e., 40 tons per sq. inch, as against a breaking strength of G0,0001bs., i.e., 52? tons per sq. inch for ordinary com mercial steel bars. '' The Indented Bars furnish a mechanical bond with the concrete which renders the stability of the work far less dependent on the workman and which cannot be weakened in the course of time by shocks, vibration, or moisture. The adhesion of smooth bars is not dependable, as it can be weakened by these forces, relying, as it does, upon the cement particles entering into the microscopical irregularities in the surface of the steel...
