Cowles s article In The Ohio Farmer of Dec . 15 was very Interesting to me , not only as a farmer but as a rural carrier . As a carrier I am In favor of anything that will improve the postal business and anything that will benefit the rural population , for they are the ones that I serve . I think the parcels-post will be a great blessing to the farmer , and will be the only means of making the rural free delivery self-sustaining—and then we carriers might stand some show of getting fain living wages for our work . But if Mr . Cowles s plan should become a law , and the rural population should take advantage of It as Mr . The citizens of Warsaw were to subscribe $ 10 , 000 and citizens of the county outside $ 10 , 000 , to which the Harvester Co . was to add $ 20 , 000 , the money to be used in erecting , equipping and operating a wire fence factory .
