The president-elect is said, by his intimates, to bs in favor of civil ser vice reform, and opposed to the doc trine of dividing the spoils exclu sively among the victors. A personal friend of Cleveland's now in San Francisco and who claims to have been in a position to be fully conversant with his views on the question of civil service reform, states in an interview: ' "Perhaps you think the task is too much like one of the seven labors of Hercules, and that no matter how good his intentions are to carry the principles of civil service reform, he will, in a few months, yield to the tremendous pressure that will be brought upon him, and 'place himself in the hands of his friends.' Thk probability of the forfeiture of the Astoria land grant is not very flat tering, and until that grant is for feited it is not in the limits of proba bility that a railroad will be built over the route in contest. There is some talk of building a road down the coast, The idea is a feasible one and may yet result in practical en deavor. There are many who think that few the intervening miles between here and the point opposite Kalama could with profit be covered by rails that would put Astoria in railroad communication with the country. Certain it is that ihe arguments in favor of building the few miles of river bank road are most cogent. The question is one that involves action on the part of the Northern Pacific R. K. Two -weeks from to-day will occur the annual municipal election, when a councilman from each ward will bo elected to a seat in the city council for three years. There seems to be a disposition this fall to make the matter more of a po i:ni nnntest than heretofore. The Astobian has no candidate but makes the following suggestions in tne rnier- est of the public good. This city government of ours is simplv a business partnership. Some of us pay taxes pretty heavy taxes just at present and in return for the payment of these taxes the commu nity get considerable conveniences that they wouldn't get if there were no municipal organization. There is nothing in it but a matter of busi ness. A politician, a wire-worker, or a sneak has no business in the coun cil. A man who has politics on the brain but no brain on politics is out of place in a deliberative body whose sole idea should be the general go...

Sheridan to the secretary of -war covers the period from his assignment to the command of the army, Novem ber 1, 18S3, to November 1, 18S4. He Bays that the army lias enjoyed rest from active field operations, but its other duties, consisting of the occu pation of posts on the frontiers of Canada and Mexico, with stations near Indian agencies and the protec tion of Indian reservations, have been important. In maintaining peace in Arizona, -where the Indian situation is sensitive, and in the northwest, where roaming bands of Indians have disturbed cattle interests, much activi ty and the exercise of great discretion have been required from both officers and men.
