The President is reported to have said that if Kellogg was legally entitled to a seat in the Senate at the time the Senate committco on Privileges and Elections reported that ho was, ho is certainly entitled to the seat now, as nothing had been done in Louisiana, in his opinion, to invalidate any one's legal rights.
