Smalls, the convicted SouthCarolina colored congressman, is said to be " m a state of deep humiliation." The kind ness of Smalls to the family ot his for mer owner, the McKee family, of Beau fort, seems to hare made a profound im pression in his favor. The Vicksburg Herald says the farm ers of Bolivar, Washington, Sharkey and Issaquena counties are taxed for levee purpose as ao people ever were taxed before. The tax is levied on cotton and cotton-seed until the burden is a practical prohibition of the production of that state, and not over half the money collected is honestly used. . Memphis Appeal: Judge George C. Benham is saving all the cotton on his plantation this season..
