THE REFUSE OF SYDNEY. From one who acknowledges himself a captious critic: — . 'Although allegedly the premier city, Sydney is very little further advanced in its ideas of refuse disposal than Angledool, Barringun, Enngona. Wanaaring, and similarly unpronounceable hamlets of the Mother State. The respectable family man, with grown-up daughters and pharisaical whiskers. walking along the main thoroughfare at the most respectable hour, is apt to stumble across a dust bin and risk the liability of arrest for inebriation or horse-play in a public place. This isn't fair to the grown-up daughters, the dust-bin, the street sweeper, or the old man. And someone has accused it of not being fair to public health — but the latter individual is not respected, if known, in Sydney. The aldermen have been very concerned over the want of a mayoral motah car, but our interests would be better served if the sys tem of dealing more efficiently with the refuse problem would cross their minds in an idle ...

STOP THAT NOISE! From one sighing himself — 'Nerves':— 'The City of Berlin must be quite a paradise for 'nervy' people. No railway engines are allowed to blow their whistles within the city limits; huck sters cannot cry their wares; whistling and calling and singing in the streets are not countenanced ; a driver with' a loose and rattling vehicle is subjected to a fine, and piano playing is regulated by the police. 'Before a certain hour in the morning and after a certain hour at night musicians are not allowed to play the piano, and even during the hours when playing is allowed, mere noisy banging can be stopped by an observant policeman. 'The courts have a large discretion as to fines for noise making.'

DAY LABOR IN VICTORIA. The 'Age,' in refernce to a Victorian Council, says : — 'For the past two years the council has, done practically, the whole of its work by day 'labor, which it considers is cheaper than contract.' Then it is mentioned that the council called ten ders in seven instances of late, but only one came to hand. If day labor is so cheap, why call tenders, and . having starved contractors out for two years, why expect them to materialise at the moment? Two Labor councillors of Richmond (V.) frankly admitted that a recent trial of day labor had proved a failure. They consequently advocated that fur ther work of a similar nature be done by contract. They formed a majority on a committee of three Avhich was unanimous in recommending that ten ders be called. Yet, when a division was called lor, both Labor representatives deserted their own recommendation, and voted in favor of a further trial of the system they had condemned. THE SKYLINE AND SKYSIGNS. Report of discussion, by Sydney City Council, of the skyline question, which interests all Australian cities : — The City Building Surveyor, reporting upon an application of a city shopkeeper, said that he felt it his duty to direct the attention of the council to the fact that, if these signs were to be permitted throughout the city, they would seriously tend to destroy any effective skyline. Some time ago considerable discussion took place in the council in regard to the obstruction caused by overhead tanks on the roofs of certain buildings, and a resolution was carried prohibiting any further erections of that sort. He was of opinion that the erection of these huge electric signs would tend to a greater deterioration of the skyline than the tanks. Alderman M'Elhone declared that the signs had come to stay, and that they were a source of revenue to the council because of the volume of electrical current consumed. It is particularly noted that John Goodsir, Federal Hon: Treasurer, has been engineer to Balmairi Council (N.S.W.) for 39 years, and town clerk and engineer for seven years. In these days of comparatively temporary office, this term must surely be up with the records. Any how, it speaks volumes for the nature of the service rendered by Mr. Goodsir. RYLSTONE AFFAIRS; A recent par. mentioned that L.G. Engineer Batley, acting in the capacity of consulting engineer to Rylstone Shire (N.S.W.), had presented a sensa tional report, disclosing losses suffered by the coun cil as the result of loafing on the part of certain maintenance men. When the matter was under the consideration of the council, the engineer said that he did not blame the men, as they had no over seer. Lertain councillors resented the engineer taking uponhimself the responsibility of indicating where he, as an expert, considered money was being frittered away — and not money out of the pockets of the councillors, but .the, money reluctantly, paid, up by the ratepayers. The roundabout procedure which architects and builders have followed to satisfy the local authori ties in the erection of metropolitan buildings has often been advanced as one of the things that de mand the creation of a central authority, such as a Greater Melbourne Council. A number of prominent Melbourne architects intends that the subject shall be discussed by the Institute, with a view to the inauguration of a cam paign to secure a more modern and eirective system. This action is being taken irrespective of the exist ence of the Greater Melbourne Bill. Practically every architect of standing is a firm believer in the necessity for the passing of such a measure, but as the Institute is a non-political body, the merits of the Bill are left to the individual support of the members. EARTH ROADS AND MACHINERY. L.G. Engineer J. MacKenzie, Namoi (N.S.W.), writes: ? 'I was surprised on reading in 'S.M. Herald,' last Thurs day, the report of the President of the Wingadee Shire, to the effect that roadmaking machinery for earth roads' was found, 'after a fair and patient, trial, to be a failure.' 'My experience in the same class of country is quite the reverse. The saving effected during the first twelve months, on machinery that cost about £2000, was over £4000 in comparison with similar work previously done under the old method. My council obtained a second plant, which has already paid for itself, and they will, I hope, before very long, have a third plant. 'The cost of forming earth roads with machinery is only one-fourth the. cost of similar kind of roads with either horses or bullocks, and the work clone by the machinery, that is, road locomotive, etc., is a good deal better.
