THE LICENSING ACT. | While the present Licensing Act im poses wholesome restraints on tbe liquor traffic, experience abundantly proves that the administration of its provisions is open to grave abuses. In times past a great latitude was al lowed to persons engaged in the sale of drinlu, and it is too much to expect that stringent provisions could be en xorcea, au at once, wiidoui pruuueing a great amount of friction. Publi cans, in common with other people, should endeavor to obey every just law, made with a viow of conserving the public welfare, even although it might seem to press more heavily on one section than another ; but there is abundant evidence to show that in some instances unnecessary rigor has boci used la enforcing the law, and rather disproportioned to the offence One of the worst features in the Act is that it places too groat ft power of harassing publicans in the hands of the police, who it would seem, are not in all oases disposed to use sufficient discretion in ...
