Raise Lake Levels by Dams Bills have been introduced in Congress looking to the raising of the lake levels by dams . Some army engineers say it can be done . Senator Brice of Ohio , and Representative Griswold of Pennsylvania , are pushing the matter . Lake Erie , the officers say , could be raised by narrowing or damming the Niagara River . If the St Clair were not sufficiently raised for navigation by raising Lake Erie , wing dams near the outlet of the St . Clair could be resorted to . Lake Huron could be raised by a similar work . It is often easier to talk of what is going to be than to help bring to pass the thing that ought to be or that might be . . A patent has just been issued for the application of electricity to farming . The drawings illustrating it are before us as we write . It seems to be a simple and practical contrivance . A generator of electricity can be located so as to supply a number of farms . A trolley wire runs between the fields and the peculiarity of the invention is mainly in thc method of conveying the electricity to the motor , drawing the plow , seeder , mower , etc . Encourage the Patriots It is now inquired whether the Cubans have not gone beyond the question of mere belligerent ngfots Are they not entitled to be recognized as an independent state ? We recognized the South American republics before they had shown as much valor and persistency in fighting for and establishing their independence . It is clearly a question for congress to take up and act upon . It is not a question : of annexation . That should not be allowed to complicate the matter . The fighting began on the eastern end of the island and has reached nearly to the extreme western end To be sure there may be some question as to whether the Cuban patriots have met and overcome the principal army of Spain ; but surely the latter has failed to stop their progress .
