As has been insisted on in former articles , no breed and no family within a breed has such uniform excellence in the animals belonging to it that we can safely select specimens from it without careful selection based on individual Characteristics , if we wish more than ordinary excellence . The only infallible test of excellence is trial . The most experienced judges may be deceived , even with careful study of pedigree , form , appearance and past treatment . The butcher s block and dining table for meat-producing animals ; the milk pail , cheese vat and churn for the milk producer ; the race track for the running or trotting horse , are the final and conclusive tests of superiority . The following circular , which has been addressed to the freight agents of Western railroads , is of general public interest : The undersigned , packers and commission merchants , engaged in handling hogs and cattle at the Stock Yards , respectfully represent : That there exists along the lines of your railroad , and others tributary to this market , a practice , not only at variance with the dictates of humanity , but also detrimental to the best commercial interests of this city . THE DAIRY . THE INDIANAPOLIS MEETING . The National Butter , Cheese and Egg Association held its seventh annual meeting at Indianapolis last week . The attendance ranged from one hundred and fifty to two hundred and fifty persons , mostly delegates from Illinois , Ohio , Indiana , Wisconsin , Iowa , Missouri , Kentucky , Massachusetts , Maryland and Vermont . The principal address on the flrst day was by Mr . F . D . Curtis , of New York . He spoke of tlie best stock for the dairy , placing the Jerseys at the head of the dairy breeds ; next , tlie American Haiderness , originated by Truman A . Cole , of Madison Co ., N . Y ., after twenty-seven years of the closest in-breeding . They favored the Alderneys in appearance . A herd of twenty , owned by Mr . Cole , has averaged three hundred pounds of butter per annum for several years past , and this butter is quoted five and ten cents higher than the fine grades in the Utica market . TAXING OLEOMARGARINE In their resolution to ask the government to place a tax often cents on every pound of oleomargarine manufactured in the country , memhers ofthe Butter , Cheese and Egg Association have overstepped the limits of reason and justice . So has the member of Congress who has already introduced a bill to this effect , and so have those who instigated him to bring forward this bill . The doctrine that this government is to be called upon to crush out one legitimate industry in order to support or protect any other industry is untenable and pernicious . It is contrary to the entire spirit of our institutions , and destructive to all progress in our industries . When the producers of butter and cheese , and the dealers and shippers thereof , have asked for and obtained protection against the sale of oleomargarine as the true dairy product , they have asked for and obtained all that they in reason or in right are entitled to . WELLS AND CESS POOLS . No sanitary facts seem better established than that certain types of disease , such as scarlet fever , typhoid fever and diphtheria are the direct result of the use of water polluted by leachings from privies and cess pools , or of imperfect drainage under houses , or decaying vegetable matter in cellars beneath the living rooms of the dwelling . When physicians first began to trace the prevalence of these diseases to quarters in cities where drainage was defective , and sewer gas was constantly inhaled by afflicted familes , and to attribute the deaths to these causes , it was urcred bv nth *™ •„ opposition that such could not be the case . From the report of the Secretary , it appears that during the course of the , year 1 . 551 cases were investigated ; 1 . 121 peisons admonished ; 204 persons prosecuted , and 194 convicted ; horses taken from work , 127 ; cattle watered , 3 , 650 ; animals fed at owner s expense , 880 ; condemned horses killed , 100 ; condemned cattle killed , 37 ; condemned sheep , killed ; 50 ; condemned calves killed , 33 ; children rescued , 87 ; children surrendered by the court , 20 ; children taken from the street , 17 . RAILROAD ITEMS . THE limes ot Monday had the following railroad information : A survey is being made for the extension of the Chicago and Pacific railroad from Byron to Freeport . The Milwaukee road expects to build * its Black Hills line as soon as it secures the right of way from the Sioux .
