I favor the right of every citizen of a Slave State to go into the Territories: but I deny that he has the right to practice slavehol Jing there, for it is not an institution it was never instituted; never established by law but a practice like polygamy. I say that they have no right to go there and practice this high crime, so injurious to man, and so of fensive to God.
