An Employer's Trade Secrets. Need they be Disclosed? [Newspaper Article] — Construction and Local Government Journal — 14 April 1914

An Employer's Trade Secrets. Need they be Disclosed ? From time to time cases are heard in * the courts which illustrate in a striking manner the important obligations which are cast upon a servant not to reveal his master's secrets. Nearly every servant is . .in a position of trust towards him by whom he is employed. It may not be ex pressly that a master's secrets shall be in yiolable; but the force of this unwritten .'. obligation is none the less appreciated. That precept is embodied in English law, for by a long series of cases^it has been established that' where a relation exists between two parties which in volves the performance of certain duties by one of them, and the payment of re ward to him by the other, the law will im ply, or the jury may infer, a promise by each party to do what is to be done by him. It follows from this that a court of law will look not only to the contract or agreement itself, but to everything which is implied in such a contract. The most recent d...

The Colonel Vernon Scholarship Memorial. Over £650 in hand. [Newspaper Article] — Construction and Local Government Journal — 14 April 1914

The Colonel Vernon Scholarship Memorial. Over £650 in hand. The memory of Col. Vernon, architect and soldier, is to be perpetuated by the establishment of a 'Col. Verncn Memorial Scholarship for Architecture and Town Planning.' This was decided upon by a recent public meeting which was in enthusiastic accord with the proposi tion. Energetic committees are now furthering the project, and, as the result of well-organised effort and a responsive public, subscriptions to the fund are satisfactorily piling up, as on overleaf. The response is not alone confined to military and pro fessional circles. Merchants and the public gener ally, who benefited by the citizen services of the late distinguished gentleman, are displaying eager ness to assist in the creation of this well-merited and rational memorial. The movement is one of those public-spirited efforts that had its inspiration in the life of the Colonel — a life that was itself public-spirited in its .citizen, architectural and militar...

RIP VAN WINKLEISM. [Newspaper Article] — Construction and Local Government Journal — 14 April 1914

RIP VAN WINKLEISM. The policy of the Country Roads Board (V.) to have roads constructed properly, is going against the grain of the Rip Van Winkles of Local Government. One councillor said in all seriousness, recently, that the desire of the Board to go in for 'elab- orate construction,' would cripple the shires. By 'elaborate construction' is, of course, meant decent road building, and that forecasts the employment of decent engineers, at a decent salary, and the strik ing of a decent rate. The Rip Van Winkles were never brought up to this.

DUST OR HEALTH? [Newspaper Article] — Construction and Local Government Journal — 14 April 1914

DUST OR HEALTH? The matter of tarring streets being an aid to abating the dust nuisance has frequently been re ferred to, and there is little doubt that a maxi mum tar means a minimum dust. Warrnambool (Vic.) is to the fore in this matter, and, in his annual report, the town health officer, Dr. Holmes, commends the policy highly. He con siders dust a menace to health and, naturally, speaks plainly. He urges, too, that improvements be made to the drainage system, and in the disposal of garb age. It is, of course, his duty to bring under notice anything of this nature, but, being 'sticklers' for health ourselves, we cannot help commending him for his stand.

THE OPEN CHEQUE BOOK. [Newspaper Article] — Construction and Local Government Journal — 14 April 1914

THE OPEN CHEQUE BOOK. A Melbourne correspondent writes : 'Seymour has a councillor with the bump of local patriotism. After a tender had been accepted for bridge work, the expenditure of an extra £220 was considered necessary. The shire is not over wealthy, and, although receiving a grant of £650, the ridings, Tallarook and Kobyboyn, were not able to bear the expenditure without incurring an overdraft. 'Councillor McKenzie thereupon wrote a cheque for £50. A vote of thanks was accorded him, of course, but one wonders, in nassiner. how manv men there are of his stamp.' From the Sub-Editor, apropos of the above, with out prejudice :' It was certainly very considerate, opportune and helpful of Councillor McKenzie — whose name, by the way, belies him — to come forward with fountain pen and cheque book. But his action doesn't necessarily signify that type of councillor as the ideal, as our correspondent would infer. The man with the ready cheque-book is not always the best financier, jus...
