THu full text of the Constitution Re form Bill, together with the speech of Mr Berry in introducing it to the Legislative Assembly, and as a whole the effect of the measure does not differ from what we indicated as its tenor in our lest issue, The main fact, however, which a perusal of the bill makes evident, is that it is intended to give the Assembly absolute power with regard to money bills, and the people (as represented by tihe votes cast at a plebiscitum, the same absolute power over every other description of measure. Now, we hold that supposing these in tentions to be freely carried out by the enactment of the Bill before us, the effect would certainly be of a most mischievous character and prove ex cessively prejudicial to the best interests of the country. We fail to see why the Assembly should be invested with the sole voice in respect to meosures of taxation, and we fail ...

THE WRECK OF THE SUCCECSS. Bnlsnarn, Saturday. The barquo Success struck an unknown sunken reef about 50 miles N.N.E. of Russel Island about midnight. The pumps were immediately sounded, nod she was found to be making water freely. On casting the leal, it was found there was not bottom at 50 fathoms, and the crew then took to the boats. The carpenter, stoward, cook, and cabin boy went down when trying to save some pro visions and water. ThI vessel suddenly slid off the roof and disappeared. The survivors suffered much from want of provisions and water. A small lot was saved, but getting wet, latterly tie allowanceo of a biscuit per man per day was made. Tile survivors landed at Hinchinbrook Island, where they were the whole day looking for water. They sighted the steamer Victorio, and put off in a boat, then having only a dozen biscults loft. MISTAK;ES IN HEALTH. A lecture on the subjoct of " Mistakes in lealth" was delivered on Monday evening by Dr. Moloney, at the Mechanice' Institute Emerald-hill. There was a large attendance, and the chair was taken by Mijor Shepherd, Dr. Mfoloney prefaced his lecture by announc ing his intention to adress himself to the task of correcting the errors most commonly com mitted by educated and intelligenc people, and in illustration of his subject, he would review the daily routine of the average man. Beginning for the time of awakening from sleep, the lecturer observed that sleep should never, unless under exceptional eanditions, be disturbed, for it might safely be assumed that no person would naturally sleep longer than was good for him and in the case of childre:,, premature awakening from sleep wa, often the indirect cause of their death. A grand party banquet was given on Saturday in honor of the Premier and Lord Salisbury, and in recognition of their success at the Berlin Congress. An Austrian manifesto, replete with friendly assurances, has been issued, preparing the provinces for Austrian occupation 29th July.
