His excellency, Governor Zulick, is sued a proclamation and regrets that he felt called upon to do so. Had he Written his proclamation on a slate and immediately after completing it wiped it out with a sponge, it would have been better for his reputation. The Governor is full of regrets at hav ing been called upon, officially, to no tice the inflammatory appeals to the prejudice and passions of the people upon our Indian difficulties, but ex presses no regrets that our citizens have been frequently robbed and mur dered by Chiricahuas. He fears that citizens will resist these acts of Indian violence and, therefore, beseeches them to uncomplainingly take their medi cine, and if they do not, the Governor threatens them with the powers of the federal and territorial governments.
