The Election Bill 'ased in the house by a Vote of 155 to 149-Lehlbach of New Jersey and Coleman of Louiiana Vote with the Denocrat$. [From the N,w York Sun.) WASHINGTON, July .-Against the protests of every Democrat and a nuil her of Bepublicans, Speaker Reed and his coadjutors in the House of Repre sentatives to-night passed the Federal Election Bill. The fight lasted for ten hours to-day, and the session was then prolonged an hour by the senselcss an tics of one or two fresh members. The Republican managr cracked the party whip successfully, as usual, and at no time during this famous session has Tom Reed given plainer evidence of the entire control which be has over almost every Republican member. Al though many of them sulked and at tempted to throw cold water upon the effort to pass an Election bill they were forced to face the music to-day, and did so as pleasantly as possible under the circumstances....

The prelimilnary camlpaignu inl South Carolina which began at (reenville the 10th of June had been carried through seventeen counties up to last Friday. It has been a bitter one and hotly fought. There has been so mnuch cril inatiou and reerimainationl : so muuch personality and abuse, and the people have been so aroused and excited that we fear breaches have been made that it will take a long time to cure them, if they can ever be healed. The preju dices and passions of the people have been so aroused that it is alnost useless to say anything in soberness, or direct a line to their reason. Yet we have great and abiding faith in the conser vative patriotism1 of the people, and we cannot believe that they will be led astray by any man or set of ien on appeals to passion and prejudice. The question in county and State politics has about narrowed down ...
