Whereas, By the apportionment of Representatives in the House of Delegates, as ffxed by the Constitution of Virginia, (adopted by the late Convention,) the counties of Alexandria and Accoraac, and the city of Norfolk are entitled to one additional Delegate each in the * tower house of - the General Assembly. And . whereas, it is deemed advisable by the Governor of this Commonwealth that the additional Delegates so provided shall be elected at the ■general election to be holden in said counties . -and, city,, on. the fourth Thursday of May, ■ instant.; but it is not considered necessafy that the notices required by law for special elections should be given in these cases. Startlino Suicide.— John Schaffer, a German, from Lancaster county, Penn., committed suicide this morning in the back part of Mr. Price’s livery stable, on King street, by shooting himself directly through the heart with a pistol, ti seems that he has been in the city sonic time in the employment of llie goveniraem in one w n or other, and was recently employed by Captain Tapley as a kind of detective. He was a drinking man, and had informed upon, and had arrested and convicted, several persons engaged in the liquor traffic. It seems that he yesterday informed on u German who v. as engaged in selling whisky, and after he had done so, some two or three soldiers came in and testified against him, declaring on their oaths that the German whs not guilty. This seemed to weigh quite heavily upon his mind, and he tried to borrow a pistol during the day, with which it was suppos...

According to their dictionary a Yankee victory consists only in gobbling up and carrying oif bodily all their opponents, while anything less than that is a decided rebel success. If Lee makes an attack upon Grant and is driven .back over miles of territory, forced to abandon his fortifications, and - run for dear life, it is a great confederate triumph, in which Grant is badly worsted. If Grant attacks Lee, forces him back, turns his flank, and drives him miles but of his position, it is likewise a decided assurance that the Confederacy is permanently established.
