Provisional Government. The Corresponding Committee for this District have received, among others, the following communication relative to postponing the assembling of the Provisional Government Convention until the first of May, 1849: Monterey, Jan. 16th, 1849. Gentlemen. — We have received your communication of the 6th inst., in reference to the formation of a "Provisional Government." The necessity of a civil organization, emanating either from the action of Congress or that of the people of California, must be obvious. If this organization is to take place independent of any national legislation on the subject, it is of the utmost importance, as you suggest, that every class in the community, and every section of the country should be properly represented in the body on whom the work is devolved. — But your proportion of the 5th of March is, in our judgment, entirely too early. From the Sandwich Islands. By the American ship Bingham, Scovel, master, which arrived at this port on the 27th ultimo, after a passage of twenty-two days from Honolulu, we have been put in possession. through the kindness of friends of files of the "Polynesian" and "Sandwich Island News" to the 30th Dec. 1848. The intelligence we glean from them is of an important and interesting character. The Commission for the trial of Dr. Judd, is slowly progressing in its investigations, and it is impossibIe to predict with certainty what the result of its deliberations will be. Pending this trial, it has come to light that Dr.Judd, the Hawaiian Minister of Finance, by bribery, and the assistance of one Rogers, prevailed upon a journeyman printer of the name of Peacock, to steal from the office of the "Sandwich Island News" a number of manuscripts, and that these papers were put into the hands of Dr. Judd, Peacock receiving $300 for the service. Through the kindness of a friend, we have been placed in possession of a copy of the ''Santa Fe Republican," of the 19th of October, 1848. lt is it weekly newspaper of the size of the "Alta California," conducted by Oliver P. Hovey as editor and publisher. - Its typographical appearance is neat, and its editorial and news departments evince intelligence and ability. That our readers may have an idea of what is transpiring in a sister territory since its annexation, we make the following extracts.
