Cooper Tim was a largo-headed little man, with a certain pleasantness of face that can hardly be analyzed. For Tim had none of the fatal gift of beauty; and yet a certain genial goodness did ray out of his homely features, although he was the most taciturn of human beings. There was an ingenious theory cur- rent among the neighbors that Tim had been stunted, when a boy, by the too vigorous arm of his mother, who was unaccustomed to spare the rod. There was another theory, precisely contrary, to the effect that his mother had beaten him in order to bring out the bright- ness which must somewhere bo. latent in Tim's constitution; but, instead of producing the desired result, the boy had sunk into unfathomable deeps of silence. Complaint comes up from all parts of the State that insane persons will not be received at the State Insane Asylum, "and the consequence is such unfortunates are confined in county jails, where they are frequent- ly subjected to harsh treatment. The excuse for not receiving such persons at the asylum is that there are no accommodations for them— in other words, the asylum is full. If this is the case the facilities for taking care of such unfortunates should be increased. It is a shame to confinc crazy persons, especially females, in a common jail. Such confinement has a direct tendency to render their mental condition worse. We urge that the capacity of the State Insane Asylum be increased until it will meet the requirements. The Dog Tax. The new cotton exchange of Gal- veston is to be built of stone quarried ;it Austin and some dozen stone mo- sons of that, city have been? employed on the work. On Friday night the lip stage of the Eagle Pass line was stopped by three masked highway robbers. No- body was Inut and 110 money lost. The Dallas Call complains that prostitutes are becoming rather bold in that city. They frequently accost ladies as they walk the streets in the most insulting language. The United States Supreme Court has decided in a case from Charles- ton, South Carolina, that the gaslight stock sold under the Confederate con- fiscation act reverts to the original owners. Chamlin claims that bis resigna tion as deputy collector of customs at New Orleans was a forgery, but the records show that he was regularly ousted by Anderson, and Sherman holds he has not the power to restore him. ...
