THE 'TIMES' OK NEWSPAPER COPYRIGHT, The House of Commons is this evening to be called on to do an act of justice to ourselves and our struggling contemporaries of the duly press. As that House occasionally appeals, not in vain, to the justice of the press, we trust that our appeal will not be wholly set at nought. We are collectors and im porters of news. We are obliged to send all over the world in quest of the article, and at the present moment the most valued of the kind happens to be produced, under considerable difficulties, 3,000 miles from home. We are obliged to have expensive agencies, offices, correspondencies, credits, lines of communication in all the principal cities and ports of the world, one or two of them enough singly to swallow up the profits of an ordinary newspaper. The regular organization of the system costs no little labour and money, and gives us many a week of anxiety. The Kaffir War. With great concern, but with little feel ings of surprise, we hear rumours of a re newal of those frontier disturbances at the Cape of Good Hope, which were brought to an apparent termination so short a time ago. We are concerned at this intelligence because of all the contests in which this countryjcould be engaged, a Kaffir war is the most unproductive and inglorious, but we cannot profess any wonder at a result which is little more than a natural consequence^of conditions permitted to subsist. Of late years we have had but too many opportu nities of explaining to our readers the po sition occupied by the Cape settlers, in re lation to the tribes on the eastern frontier, and, so long as this position remain? unal- j tered, and the obligations accepted, by this country in the matter are understood to be the same, it is certain that we can never es cape from liabilities of a most onerous and, as events have proved, interminable cha racter. It is foreseen , that the allies will not display such ill-placed forbearance as they did last year in tbe case of Odessa, and that Revel, Pernau, Libau, and Riga are likely to be bombarded, and, if possible destroyed.
