It 'ii proper to 6ay that the final passage of the bill is extremely doubtful. It girea every alternate quarter section of land to actual icttlers. This, at it woulJ apply to the new Territories, would not be agreeable to the friend of slavery. These alternate sections would be taken up more rapidly by emigrants and icttlers from free States, r.nd thus in somo measure destroying the chances of slavery on largo connected bodies of land without which the slve system would bo much reduced in value. Of course therefore the Senato will oppose it. If it passes nt all, it will bo lato iu the session, and after being so amended as to nuke it more acceptable to the south.
