The former providing for the office of Cour ty Assessor aud pryscribing lib duties, and we Lope it will pass. Our present sys tem of township 'assessors is bad. No roan can loot over the aaissors books of the variou townships without Seeing the evils of it. In some casee it would ecem that men are elected to the office of trestle with a view to their willing ness to shield property from taxation There are cases whern valuable property, close to the largest town in the county is assessed at less than an ordinary furui, 15 iHihs from the K. It. This law would give equal ajsessment iu the county. No 404 provides for a State inspector of assessment and prescribes his duties. No 403 amends the law with regard to State Board of Equalization. All look to a more just and equitable division of the public burden...

' Plainly somebody is to blamo for the feai"l.tragedies that have horrified the world during the past few weeks. Their rapid recurrence one disaster almost treading on the heels of another must result in setting people to seriously thinking about their causes, and to speculating whether they cannot be avoided in the future. The immediate cause of such tragedies as the Newhall House fire, the burning of the circus in Poland and the sinking of the Cimbria lies undoubtedly with those directly in charge. That seventy-five persons should perish in a hotel in these days of ad vanced facilities for extinguishing fires and affording escape from burning' build ings' is simply criminal. The eircus fire, where people were roasted by hundreds, was atrocious. The arena back of the seats was walled in with hay, so that a complete circle of fire flashed up around the terrified vi...
