A Literary Curiosity. The following is one of the most remarkable compositions ever published. It evinces an ingenuity of Arrangement such as we have never seen before. Proclamation by Louis Napoleon of "Neutrality" in American Affairs. The following is the Proclamation by Louis Napoleon, as to the neutrality of France in American affairs : 44 His Majesty the* Emperor of the French taking into consideration the state of peace which exists between France and the United States of America, has resolved to maintain a strict neutrality in the struggle between the Government of the Lniou and the States which propose tq form a separate Confederation. 44 In consequence, His Majesty, considering Article 14 of the naval law of August, 1681, and the 3d Article of the law of the 10th of April, 18*25, Articles 84 and 85 of the Penal Code, 65 and following of the Decree of the 24th of March, 1552 ; 313, and following of the Code Penal Maritime and Article 21, of the Code Napoleon, Declares— 4% 1.
