W. Wiley, chief of the chemistry bureau of the department of agriculture. To the People of Bell County : Back In' the Colonial days nearly all of the 'states from Maine to Georgia enacted at diff- erent times a prohibition law. Some of them were very drastic, fen to prohibiting the use of -tobacco. The laws were uni- i yersally disregarded und were productive of evil influonoo, such a we. haye experienced for the tlpat two yeara0 and a half. '' So impossible was it to enforce "the laws and so baneful were -their influence they were either repealed or disregarded, and we have felt the baneful influence of the latter for the past two years. Before the Revolution they were given up as impractic- able. The Colonial experience was sufficient to satisfy the people for nearly seventy years.
