THE PHILIPPINES ACTION OF GERMANY AT MANILA. SCENE BEFORE THE BOMBARD MENT. "THE STAR-SPANGLED BANNER." LONDON, August 20. Further information concerning the fall of Manila states that on the 8th instant the position of General ATnstin, the late Governor-General of the Philip pines, was found to be untenable, and ha applied for a passage from the country in a German warship. It is stated that General Agustiu I eft Manila without any objection on the part of Admiral D-wey. When tho United States ultimatum was presented to the Governor-General at Manila all the Consuls, with the ex ception of tho German representative, ad vised him to surrender Aa Admiral Dewey aligned his ships for tho bombardment of Manila, the bands on the British war vessels played " The Star-spangled Banner. The United States Government has asked permission of the British to repair their Manila fleet at the English dock yard at Hongkong.
