TOX P J0 ' ULI. (I'ULISiSiED EVERY SA''UItisAY). SAT'URDAY, SEPiTEMBER, 10. ISS7. TECIHNICAL EDUCAT'ION. Oust Education Act has had a trial of some 15 years with the result that the three principles upon which it is founded is as firmly held in estimation by the public as ever. In any Act of 'Parlia tneit, the practical working of it will render apparent any defects, and there catn be no act that in its inception is not sutliciently imperfect to allow the prover bial "coach and six" to be driven through it. So our Education Act, which has been jealously guarded in its entirety, for fear its priniary principles mlight be interfered with, now engages the atte: tion of Parliament. It is now recog nised that the leading features of the Act is not endangered, and ihe atten tion of Parliamelit can be safely given to the consideration of the benefits ac cruing front the Act read by the light of an experience of .15 years. TIa: transactions of the stock agents in Melbourne have for some time past been productive of much inconvenience to the Railway Department -through a practice having come into vogue of ordering trucks for transport -purposes, and countermanding tile order at short lno tice. On occasions when the demand for rolling stock has been large, cus totmers of the department have very often been informed that no vehicles were available, for their purposes on ac count of other firms having engaged all the trucks on hand. Subsequently, when it was too late to meet the wishes of the disappointed npplica;r.t, the'ori ginal lessee has countermanded portion or the whole of his order. ivy this means, not only is all ronntl dis satisfaction caused, but the department loses i customer. Persons have been known to engage ill the trucks obtain able for the express object of thwarting an opponent in business, and the depart ment will no longer allow itself to bl used for this purpose. 'These parties are being subsidised to a small extent by the Government out of the prospect intg vote, and are engaged in the only legitimate prospecting for gold at pre sent carried on by State assistance. The subsidies given by the Minister of Mines to aid in further developing the airi ferous areas held by millionaires like Sir William Clarke, ald MIr. Geo. Lansell, and mining companies with a long list of well-to-do-sharehohlers, is a gross misappropriation of public funds, and a subversion of the natural and comnuon scope of private enterprise. As well might the State give a vote to some par ticular selectors to assist them in clear ing their land, or to druggists and other shopkeepers whose bus...
