The cholera that is now on our shores at the lower quarantine in New York harbor, broke oat on the (wo vessels? the England and Virginia?daring their passage. It was not brought from the port, Liverpool, whence they sailed. They seem to have struck the choleraic belt of atmosphere somewhere on the passage. And what is remarkable the desease laid hold only on the unclean places of the ships. It did not appear in the cabins, but in the steerage. It was fatal especially to those who were ill-fed, ill-dad and unwashed. The cleaner place* and persons, even in the crowded steerage, were comparatively exempt trom ravage. This experience on board these vessels shows how all Important are the steps taken in the various cities and towns of the country to purify and disinfect the damp, rank and noxious localities. The Richmond Times claims that the legislature of Virginia had passed laws anticipating every provision of the Civil Rights law. If thr.t is the case, the law is inoperative in Virginia, as long as the State laws on that subject are enforced?and the Times expends a column of vituperative line writing very unnecessarily. The Southern press, however, is opulent in epithets, and can afford to expend some of them on little luxuries ot this sort. The address of the Bishops of the Methodist Episcopal Church to the General Conference in session at New Orleans, sets forth that regular confer ences were rendered impossible during the war; recommends continued atten tion to the spiritual wants of theblacks; rejoices over the fact of the accession of the Baltimore (Alexandria; Conference, ?with 104 ministers and 12,000 nembers; urges renewed zeal in the training of ministers and the instrnction of child ren in Sun...
