THE COMMERCIAL BULLETIN, In establishing the " Commercial Bulletin," the Proprietors hope to meet a requirement that every city of the population, future, aud commercial importance of Richmond, calls for. No great city of the continent it wanting in a representative journal of this description—one in which the interests of Trade, Commerce and the Manufactures are advocated and supported; and in venturing upon their present enterprise, the Proprietors rely as much for success, upon the cordial support of the business elapses as they do upon the necessity that must arise, in the early future of this city, for such an exponent of the progress, in the walks of trade, of Richmond. The commercial advantages of this city, long ago acknowledged and proven, will become more apparent in the future that is reserved for it. Under the auspices of Peace, and ...

JtfAY l)T 1865. LOCAL DEPARTMENT. The ArrkhT of the Aoknts ok ExcHAxut —A great deal of speculation and surmise has been indulged in as to the ieal grounds upon which Messrs. Robert Ould and William H. Hatch, Confederate Agents of Kxchange, were arrested by the military, Authorities and committed t.» the Libhy Prison. "We believe it is understood that the arrets were made upon an # order from Washington, and that the parties so incarcerated are charged, upon the affidavit of several persons, with embezzlement —or, iu other word.*, with th» mulappropriation «f funds belonging to the prisoners of war in Richmond, and sent them by friend?, and entrusted into their hands an agents of exchange. The residence of Col. THE BULLETIN^ "E PLUEIBUS UNUM.” BAILEY, WEDUERBDRN A- CO., EDITORS AND PROPRIETORS. Office corner of Governor and Franklin Ste. AGRICULTURE. Exclusive agriculture lias been -until recently the bane of the South. No country can be populous whose only industrial pursuit is agriculture, for but a sparse population is required, or can be employed, in the mere cultivation of the toil of a country. Especially is this the fact where little or no. labor bestowed in improving and manuring, hut a careless exhaustive system pursued, as in the South, with the plough much used and the spade and hoe seldom employed. In Western Europe the whole surface of the land is manured before grain crop, and the grain usually carefully drilled' and hand-weeded. In Belgium the spade and boe are used to the exclusion of the plough. In ordinary farming four times as many laborers are employed to cultivate the same area of land in Europe as in the South. But the vineyards, the 'olive culture, the orchards and t...

Mil EDITIOH. ' ME MLLEm. mi—-m , a— ■■■■■■ i ■■■ rn THE AMNESTY PROCLAMATION. Upon a-closer examination and a more complete analysis than that made in the rush of news and the haste of its preparation, we are inclined to consider the forms of amnesty as being more liberal than has been anticipated. It is true, that some of the Now York papers call it “sweeping” in its exclusions; and yet, when we come to examine it more closely, we find that, whilst it embraces numerous classes, it -really affects but a limited number of persons under these classes^ — The only thing to be regretted about it, is, that as it is an award of pardon, it should not have been made to apply equally to all. Let us see how far the large body of the communities of the South are affected by its terms. We will take each class of those who are excepted from its immunities, and analyse them in their respective order :T* The first class embraces those “ who are, or shall have been pretended civil officers,” &am...

MAY 11, 18G5. LOCAL DEPARTMENT. Accidents in Chesterfield.--We learn that on Sunday last, an old lady named Holtzheimer, residing on Hull street, Manchester, was severely injured by tripping over a log which lay in her yard. Fallilng with great violence, her shoulder was dislocated, and other injuries were received, which were rendered more serious from the fact of her extreme age. On Saturday night, a negro was waylaid near the Petersburg depot, by a squad of soldiers and completely stripped to his under clothing. The unfortunate had evidently been on a visit to his "lady-love," and having donned fine raiment, became an object of interest to the marauders who made their raid upon him. A more serious occurrence happened on a farm, some five miles west of Manchester, on Tuesday evening, which resulted in the death of a free negro named Peter Thomason. A couple of soldiers were out foraging from their camps, and striking up with the negro, playfully threatened to exterminate him if he...
