Powers SMITHVILLE—By any interpre- tation of Texas law the Smithville Independent School District acted without authority in purchasing a $5000 tractor from the 15-year-old- son of school board president Dr. J. D. McBee. Indeed, the board hardly acted at all. as the purchase was carried out by superintendent of the Smithville school district, George Mabe, without the letting of bids as is required by state law. The Times spoke with a Texas Education Agency attorney who told us that the purchase without bids violated Texas education code,, spe- cifically section 21:901.
