Velasco, Brazoria County, Texas, Nov. 10.—Fifty-two days ago today, 1 left Velasco, after spending twenty one days aiding, in a modern way, to dress the baby seaport town in its "swad- dling" clothes—a sort of town midwifery function, if you will al- low the expression. Then there were probably four hundred in- habitants, three or four shanties ami two moderately respectable company have just let their con- tract for an electric line, which will be commenced at one *, and will encircle the town and run to Surf Bide, making a line of nine miles.
