The action of Sir James Martin and his confreres in making his demand upon Victoria has been subject of very much discussion among all classes who tajle any interest in the J relative position of Nw South Wales and Victoria. A general filing of dissatisfaction prevails that we shoufi have been put in the ridiculous position at present occupy relative to the Border Custom Duties. It is not anticipated thatjParliament will look with favor upon the extraordinary demand of the Premier, made byjiim at the Conference, un accompanied with sufficient evidence, viz facts and figures; and it is generally regretted that threats should have been even hinted at, when by a little concession of our delegates, arrangements might have been made at once for the extension of the treaty, at least, for one year more, so as to enable the demand 01 New South Wales to have the appearance of more fairness. EUSTON. (from our own correspondent). .T October 21st. * There has been quite a stir in the township this week. Mr. Mitchell the P. M, from Balranald, held a Court on Tuesday last, when a lot ot unfortunates that had neglected to register their dogs here were mulcted in the* sum of 10s. each. The case of the Inspector'' of sheep against one Barton, in charge of Captain Town's 20,000 sheep, for neglecting to give notice at the station, was fined 2s 6d and costs of court, he also received a lecture which put his hair on end ; I feel convinced he will not forget the 41st clause of the Sheep Act again. The Melbourne mail on Saturday 21st, brought His Honor Judge Francis, and Crown Prosecutor Forbes, on their way to Wentworth. Mr. Flannerv, the Inspector of Schools, paid this place a visit on his rounds through the district. The Pride of the Murray steamer will pass down the river to-morrow for Weniworth.

MELBOURNE. [from our own correspondent.] October 27. The Legislative Council has pursued a course this week with respect to the Custom Duties Bill which has not certainty tended to increase its dignity. Upon the Custom Duties Bill being introduced for the second reading from the efforts of Messrs. Strachan and O'Shannassy the second reading was rejected, but by the forms of the Council was moved to be brought up again, which was done on the 26th instant, and the measure passed, though not without a lively debate, very animated, judging by the discussions that usually take place in the Upper House. The action of the Council in the first instance gave rise to a public meeting for the purpose of pro testing the course pursued by the Legislative Council. The meeting was composed of some very democratic and bumptious persons, full of ' tall talk' of the necessity of watching the obstructive conduct of certain members of the Legislative Council, with a view to effect the abolition of the ...

When the ex-Premier of Victoria (Sir James M'Culloch) was at Hay, some three weeks since, he referred to the progress of the town in warm terms of commendation, and no doubt it had vastly improved in its k outward appearances since Sir James was iMe on his previous visit.
