OPENING OF THE   LEGISLATIVE COUNCIL. The Opening of the Legislative Coun- cil is alwrays looked upon as one of the events of the year, and this session in particular considerable interest was manifested as to the contents of the Governor's Speech. The hour fixed   for opening the Council was three o'clock this afernoon, and the first inclination of the coming pageant was   the sound of the bugle calling volun- teer and artillery-men to assemble. We give elsewhere- a report of the special meeting called to : con sider an application on the part of the contractor for making the new KecreationJ|Ground, with reference to an action at law pending between himself and the City Council. Our readers are aware that when the final survey took place, to decide wnether the contractor had complet ed his work, it was considered by the City Surveyor that he had not finish ed it according to specification. There have heen outpost skirmishes between the marine9 from the British war veaaels and Arabi Bey's troopa, about eight miles from Alexandria. Arabi is strongly entrenched between t\yo lakes, and a cause way affords the only means of approach to the British troops. The Europeans in the interior are being systematically hunted and massacred. Thirty-six of them were brutally murdered in the presence of Arabi Bey ; in fact the details of the treatment of the European population by the native troops are per fectly heartrending, causing a general outcry aniong the English people. A credit vote lias been taken by the Government for the prosecution of hostilities in Egypt, but the action of the Government is being1 adversely criticised in many quarters, the vote being regarded as quite inadequate. ? LEGISLATIVE COUNCIL. WEDNESDAY. Jtjlt 26. The Colonial Secretary moved the first reading of a Bill for the better regulation and maintenance of discipline in the Govern ment poor houses. The Bill provides that any member of a poor house 'who shall be convicted of a breach of the rules and regu lations for maintaining proper discipline, shall be liable to be put upon a diet of bread and water only for a period not ex ceeding three days. The first reading was fixed for Friday (to-morrow.) The Colonial Secretory introduced a Bill, to be read for the first time, to regulate the breadth of wheels on certain vehicles, and the weights to be carriedthereon. This Bill has been introduced in consequence of the' great damage done to roads by carrying heavy weights on vehicles with narrow wheels;. ?
