CABLE MESSAGES. JAPANESE IN SAN FRANCISCO. LONDON, June 29. The Board of Police Commissioners at San Francisco has refused to renew permits to five Japanese to conduct re gistry offices and refused new permits to two Japanese. The ' Times ' New York correspondent describes the ' ac tion of the Commissioners as a con temptible attempt to prevent a large number of inoffensive, well-behaved, and hardworking domestics from ob taining a livelihood, and says the pre sent move may prove more serious than the school question. The Japanese appeal to treaty rights, but the Board replies that any rights are subject to laws enacted under the general police powers of the State concerning police , aiid sanitary regulations.
