The first business before the Board of Health at its regular meet ing yesterday was the application of a Chinaman for a license to Binoko opium. This was denied but the opium will bo smoked all the same. Next camo Deputy Marshal Brown who requested the Board to take some action in the matter of Japanese prostitutes and suggested they should be confined to a cer tain part of the city where the po lice could watch them. After a general discussion on tho mattor the Board decided to leave the mat tor into the hands of tho Marshal for tho present. .
