Thus, s fey years ago, when they induced the govern ment to levy a tax on cotton grown in thieounat , they carefully exempted themselves from their just share of the tax, by providing that the tax should beo refunded on such cotton as was manufactured in this country. As they Ibeuiselves were the chief manufac - tters of cotton in this country, the latter provision was only a cunning provision for their special benefit. The salt tax is another case in point. -his tax is 18 cents per hundred pounds, on salt in bulk, and 24 cents per hundred pounds on salt in sacks an exorbitant tax on one of the neces saries of life, of about 50 per cent. on its prime cost. But New England it self uses a large quantity of salt in curing the fish which it sends to the West; and the tax would weigh as heavily on New England as on other reg...
